The three main technical concerns addressed are the U.S. capacity to maintain confidence in the safety and reliability of its nuclear stockpile, the capabilities of the international nuclear test monitoring system, and the potential addition by other countries to their nuclear weapon capabilities and its impact on U.S. security.
