Summary:The screen of WELCOME remains black throughout most all the film as the actual dialogue reveals the filmmaker, ZHU Rikun being "welcomed" by Chinese government officials and being encouraged to make a film that satisfies their goal of presenting favorable news ("scenic " views of the area). Their "welcome" attempts to disguise government censorship through bullying and threats to the filmmaker. The Chinese Government workers do not want the filmmaker to document the lives of mine workers with pneumoconiosis and their trials and tribulations seeking compensation from the government. WELCOME records the dialogue between the filmmaker and government officials who obviously prize economic development above human rights and don't want the public to know how blatant they are about this. WELCOME presents the filmmaker, ZHU Rikun as one who protests and persists in telling the truth. He is a Revolutionist.
