Summary:May 25, 1870, letter from Andrews to E. B. Washburne, U.S. minister to France, regarding the direction of U.S. Indian affairs. Citing particular failures in Indian policy (a smallpox epidemic among the Gros Ventres and the depressed condition of the Indians of northern Minnesota), Andrews proposes that the Indians be converted into productive taxpaying citizens by employing first-rate businessmen to superintend their transition.
